LEYTON: Shop fined for TV licence failure

A SHOPOWNER has been fined for breaking rules designed to prevent people dodging the TV licence fee. Enforcers visited Cash Converters in High Road, Leyton, twice after sending owner Gary Lewy numerous warning letters. Each time they found forms which should have been submitted to the authorities.

The Wireless Telegraphy Act requires retailers selling TV equipment to tell the regulator of the date of the sale or the purchasers' names and the address where the equipment is to be installed. The shopowner is also required to keep records at a business premises for at least 12 months and be able to produce them during an inspection. Joanna Pearce, a TV Licensing spokeswoman, said: "We provide clear information for retailers on the legal requirement to notify us, and a range of notification options, so there really is no excuse for breaking the law. "The information retailers provide allows us to cross reference customer details against our own database of 29 million addresses to check whether an address is properly licensed. "We would much rather that retailers notified us than have them run the risk of prosecution and a large fine."
Lewy was fined £800 and had to pay £500 costs and a £15 victim surcharge when he appeared at Waltham Forest Magistrates Court. 9:19am Monday 7th April 2008
